Build and Test of Fabric with Go Modules

Once modules are merged, we can clone Fabric wherever we’d like and the build and test process works. The development environment still needs git, go, docker, jq, libtool, and SoftHSM to be installed, SoftHSM/PKCS11 needs to be configured with a token, and $HOME/go/bin needs to be placed on the PATH.
