The Flux Secretary runs akin to a job submit, and you provide the basic command you want to run, and it figures out the details. This allows us to make a generic jobspec when we submit a job to a multi-cluster scheduler, still get the right allocation by way of subsystems and containment, but then get the details right when we hit the cluster.
